Nathaniel Brough a1113be66c workspace: Adding bazel build formatter/linter 
Adds in buildifier bazel targets that autoformat/lint the entire
WORKSPACE. This can be invoked by running;

'bazel run //:buildifier'

or

'bazel run //:buildifier_test'
