Wyatt Hepler 82d499bd7f pw_rpc: Integration test port configurability 
- Have pw_rpc integration tests take a --port argument. Pass this port
  to the test server command.
- Consolidate port assignments to prevent accidental conflicts for tests
  in the Pigweed build.
- Select different ports to avoid conflicts some developers have been
  seeing.
